As a member of the Quality Assurance Unit, this Outreach Coordinator (HSC 3) position coordinates and evaluates the effectiveness of inclusive, evidence-based outreach and retention efforts for the Washington State Women, Infants and Children (WIC) Program, Breastfeeding Peer Counseling Program (BFPC), Farmers Market Nutrition Program (FMNP), and SNAP-Ed Program. The Outreach Coordinator provides leadership and professional level consultation to internal and external customers and to local WIC and SNAP-Ed contractors on outreach and retention, ensuring adherence to federal regulations.
This Outreach Coordinator (HSC 3) supports the Division of Prevention and Community Health (PCH) and the Department of Health (DOH) by collaborating with partners to enhance the health of individuals, families, and communities. We work to prevent disease and promote a healthy start, healthy choices, and equitable access to services. The Office of Nutrition Services (ONS) works to improve the life-long nutrition and health of low-income individuals and families through nutrition and active living education, breastfeeding promotion and support, and access to healthy foods. As the Outreach Coordinator (HSC 3) you will work with some of our most vulnerable populations, those eligible for the WIC Program, by engaging partners to promote the WIC program and by applying effective outreach strategies for recruitment and retention of WIC participants.
The incumbent may be located anywhere within the State of Washington. Telework (mobile work) is currently expected. When approved, the incumbent will work with their supervisor to identify an appropriate work schedule and balance including telework and reporting to the Tumwater, WA duty station for work activities as needed. It is anticipated that the incumbent would be expected to report to the Tumwater duty station for work activities up to 2 days monthly.

Develops and carries out an annual state outreach and retention plan:
Collaborates with DOH Center for Public Affairs & Equity, and other internal and external partners to develop a plan for WIC outreach and retention that aligns with the WIC State Plans and ONS strategic plan; include metrics for evaluation.
Uses data analytics to determine areas in the state that have the highest percentage of WIC eligible clients currently not participating or where the highest health disparities exist; ensure the plan has activities that address access in these communities.
Ensures the plan addresses equity and inclusion and meets federal regulations and allowable cost requirements.
Develops outreach strategies in coordination with the WIC health educator that targets underserved populations.
Leverages technology to optimize the use of outreach and retention resources.
Serves as the WIC Outreach policy lead.
Acts as contract manager for outreach and retention-related contracts.
Facilitates a WIC advisory council remotely or in person.

Experience for both required and desired qualifications can be gained through lived experience, volunteer experience, formal professional employment, or a combination. Experience may have been gained concurrently.
Option 1: Four (4) or more years of experience leading, developing, or coordinating projects or programs that focus on addressing health inequities, social justice, environmental justice, community engagement, and/or working with groups that have been historically marginalized, and/or including three (3) or more years of experiencing evaluating public health research and developing projects based upon public health research.
Option 2: A bachelor’s degree or higher in marketing, communication, public relations, public health, social services, or other health related field, which should include:
A minimum 2 years of experience conducting community, state, or national outreach activities/campaigns;
A minimum 2 years of experience using social media platforms for outreach or health messages; and
A minimum of 2 years of experience working with stakeholders from diverse communities and backgrounds to reach shared understanding and goals, and ability to evaluate research and identify best approaches.
Dual language proficiency in English and Spanish including reading, writing, speaking, and translating.
Education in a foreign language school (High School or above).
Previous experience as a WIC Participant.
Experience working in WIC at the state or local level.
Master’s degree in public health, communications, marketing, or another related field(s).
